Development of conceptual models is an important step in the design of the Inventory and Monitoring Program. Conceptual models provide a framework for clarifying meaningful
monitoring strategies, which enables us to progress from more general to more specific monitoring questions (Gross 2003). Monitoring efforts must be based on a fundamental understanding of how an ecosystem functions, which conceptual models provide. In addition, conceptual models promote communication among scientists, managers, and the public, providing a means for evaluation and discussion of ecosystem components. In two sections of the PACN Monitoring Plan, Chapter two and Appendix H, we present conceptual models developed to guide the design of the Network's long-term monitoring program.
