The selected consultant(s) will lead the Mid-Term Evaluation of the Kiwa Regional MiCOAST Project, covering implementation progress from September 2023 to September 2025. The evaluation will assess the project’s performance using OECD-DAC criteria—relevance, coherence, effectiveness, efficiency, sustainability, and emerging impact, with particular focus on climate adaptation, inclusive governance, and the regional scaling of Community-Based Fisheries Management (CBFM).


The evaluation is anticipated to begin in September 2025. From mid-September through the end of November, the consultant(s) will undertake a comprehensive data collection phase involving a review of key project documents, remote interviews, and consultations with stakeholders from all jurisdictions. This phase will also include a field mission to at least two implementation sites—tentatively Kosrae and Pohnpei in the Federated States of Micronesia—and participation in the Micronesia Community-Based Fisheries Management Learning Event, scheduled for November 17–21, 2025, in Palau. The field mission and regional event will serve as the primary in-person opportunities for the consultant(s) to engage directly with all project partners and gather in- depth insights. The field mission in Palau will allow to finalise consultation with project beneficiaries and local key stakeholders. This phase will culminate in the submission of a draft evaluation report in early December.
