This report was commissioned by the Secretariat of the Pacific Regional Environment Programme (SPREP) to raise awareness and understanding of the tools available to evaluate Protected Area Management Effectiveness (PAME); to provide case studies from the region on PAME assessment; and to help inform decision-making when choosing tools and planning assessments.

This Strategic Plan provides an integrated overview of a science based to living marine resource conservation and management in the Pacific Islands Region. The goals and objectives reflect here also generally reflect NOAA Fisheries national goals with appropriate acknowledgements of the unique cultural, historical, geographical and ecological features that characterize the people and living marine resources of the region

Capacity Development for Protected and Other Conserved Areas in the Pacific Islands Region

This document is an important tool for promoting action. It highlights the importance of culturally‐responsive capacity development, with Pacific Islanders defining the most appropriate approaches to be used. This requires partnerships, programs, and processes that work closely with existing contexts and conditions, understand and reflect values and cultures, and help build on existing knowledge and the great strength of the region – community‐based management.  That is the purpose of this framework.
