Aichi Biodiversity Targets - Pacific Regional Workshop, Fiji, July 11-13, 2016
With the assistance of staff from the Secretariat of the Convention on Biological Diversity (CBD), Pacific island countries met in Fiji during July 11-13, 2016 to discuss where their countries are in regards to Aichi Targets 11 and 12. The Pacific countries ultimately produced priorities to help achieve the Aichi Targets. Regarding protected areas (Target 11), priorities for this Target helps achieve other Aichi Biodiversity Targets. An analysis of the priority actions developed by the Pacific island countries reveals that when implemented, they will not only contribute to achieve elements of Target 11, but will also contribute to:
- other Aichi Biodiversity Targets, namely 5, 6, 7, 9, 10, 12, 13, 14, 15, 18, 20 directly, and 1, 2, 19 indirectly.
- many Sustainable Development Goals and sub-targets, namely 14.5, 15.1, 15.2, 15.5, 15.8 directly, and 1.2, 12.2, 15.7, 15.8 indirectly, through the goods and services provided by protected areas.
- climate change adaptation and Article 5.1 of the Paris agreement.
- synergistic implementation of requirements in other multilateral environmental agreements such as UNESCO-Man and the Biospere, UNESCO-World Heritage, the Convention on Wetlands (Ramsar Convention), and the Convention on the Conservation of Migratory Species of Wild Animals.
What is required to facilitate the implementation of these identified actions?
For making implementation a reality, focused actions, funding, technical support, monitoring and reporting are needed. All relevant partners, including government ministries, departments, Global Environment Facility (GEF) implementing agencies, regional organizations, bilateral and multilateral funding agencies, the private sector, and conservation and community organizations, should consider aligning their activities towards supporting implementation of those identified actions as the primary framework of action and, thus, approach implementation in a concerted manner with comprehensive coordination among all.
CBD's Subsidiary Body on Scientific, Technical and Technological Advice (SSBTTA) at its twentieth meeting in Montreal, Canada during April, 2016 adopted recommendations to facilitate the implementation of priority actions identified by CBD member countries. For example:
Invites Parties, other Governments, relevant partners, regional agencies, bilateral and multilateral funding agencies, in conjunction with the Secretariat of the Convention on Biological Diversity, taking into account information provided by, and in consultation with Parties and other Governments, and subject to the availability of resources to facilitate support networks at the regional and sub regional level, as appropriate, to build capacity and support the implementation of national actions identified in national biodiversity strategies and action plans and, as appropriate, through the regional workshops for the achievement of Aichi Biodiversity Targets 11 and 12, to promote the preparation, use and sharing of technical guidance, best practices, tools, lessons learned, and monitoring efforts;
What is needed for Pacific island countries and territories is an IMPLEMENTATION SUPPORT NETWORK to facilitate the implementation of Road Maps for the expansion of the protected area network in the Pacific.
