A Comparative Analysis of Protected Area Management Effectiveness (PAME) Evaluation Tools for the Pacific Islands Region

This report was commissioned by the Secretariat of the Pacific Regional Environment Programme (SPREP) to raise awareness and understanding of the tools available to evaluate Protected Area Management Effectiveness (PAME); to provide case studies from the region on PAME assessment; and to help inform decision-making when choosing tools and planning assessments.

The ‘Paper Park Index’: Evaluating Marine Protected Area effectiveness through a global study of stakeholder perceptions

Governments around the world are increasingly committed to reaching terrestrial and marine conservation goals. But achieving such commitments is challenging, and conservation targets that are reached on paper, e.g., in terms of square kilometers protected, can be misleading. Designating Marine Protected Areas (MPAs) does not guarantee achieving marine conservation goals, and so-called ‘paper parks,’ i.e., MPAs that are legally designated but ineffective, are common.

Reshaping Natural Resource Management in Papua New Guinea

The growing need for effective tools and new approaches for natural resource management (NRM) is being met by PNG’s NRM Hub initiative, which is already helping to centralise environmental data and make it accessible to stakeholders everywhere. One tool in particular is finding great use  – the Managing Effectiveness Tracking Tool, or METT, a global framework customised by the United Nations Development Programme (UNDP) to meet PNG’s unique environment and cultures. 

Evaluating the social and ecological effectiveness of partially protected marine areas

Marine protected areas (MPAs) are a primary tool for the stewardship, conservation, and restoration of marine ecosystems, yet 69% of global MPAs are only partially protected (i.e., are open to some form of fishing). Although fully protected areas have well-documented outcomes, including increased fish diversity and biomass, the effectiveness of partially protected areas is contested.

Evaluating the effectiveness of a large multi-use MPA in protecting Key Biodiversity Areas for marine predators

Marine protected areas can serve to regulate harvesting and conserve biodiversity. Within large multi-use MPAs, it is often unclear to what degree critical sites of biodiversity are afforded protection against commercial activities. Addressing this issue is a prerequisite if we are to appropriately assess sites against conservation targets. We evaluated whether the management regime of a large MPA conserved sites (Key Biodiversity Areas, KBAs) supporting the global persistence of top marine predators.

This is the final report prepared by the Secretariat of the Pacific Regional Environment Programme (SPREP) for submission to the United Nations Development Programme (UNDP) and the Papua New Guinea Conservation and Environment Protection Authority (CEPA) in relation to the 2016–17 assessment of the management effectiveness of Papua New Guinea’s protected areas.
