In April, Niue, a small island nation in the South Pacific Ocean, designated its entire exclusive economic zone — an area about the size of Vietnam — as a multiple-use marine park called Niue Nukutuluea. The country has developed an unusual mechanism to fund the park, and is gathering support to confront the perennial challenge of monitoring and compliance in technologically advanced ways.
