Drawing on the Kunming–Montreal Global Biodiversity Framework's Target 3 and the Ramsar Convention, this briefing note examines the synergies between Ramsar Site designations and OECM recognition, and what these mean for freshwater and coastal ecosystems.
A particular focus is placed on the Indo-Burma Ramsar Regional Initiative (IBRRI), covering Cambodia, Lao PDR, Myanmar, Thailand and Viet Nam. It identifies concrete opportunities for OECM recognition across the region and sets out what stronger policy integration, transboundary cooperation, and multi-sector governance could achieve for wetland conservation and local livelihoods.
